Connection failure with error 651 may indicate a problem with both your system and the Internet provider providing the service. The first method is to restart the computer
In case of sudden voltage changes or any other reasons, the network card does not work correctly and this leads to a failure of the computer’s connection to the network. In order to eliminate this error, just click “Options” and “Restart”.
The second method is to update the network card drivers
To do this, right-click on “My Computer,” select “Properties,” and click “Device Manager.” A window will open where we should find “Network adapters”, and then click on the triangle located to the left of the inscription to check whether all network adapters are working.
Updating drivers is necessary if the yellow triangle next to any adapter is lit.
To update the adapter, right-click on the problematic adapter from the list and click “Update”.
The third method is to eliminate problems with the network cable

Fifth method - changing the registry value
We search for “regedit”. Opening system registry.
Further in the tree on the left we move sequentially along the path HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
Click on the “Parameters” folder on the left. At this point, a list should appear on the right.
Right-click on this field where the list is located and see “Create”. Select the “DWORD (32 bits)” parameter.
The parameter will be called “Enable RSS”, and its value will be “0”.
We create a DWORD (32 bits) in the same way. We call it “DisableTaskOffload” and assign it the value “1”.
Reboot the computer.
